This is the second thing listed in Poor Richard’s Almanac; and I can’t figure out what it means exactly. I’ve tried some Googling… and nothing of quality is popping up. My best guess is that this is something along the lines of “it is always darkest before dawn”.
If you know anything, please let me know.

Remember that you’re reading a *Farmer’s* Almanac. Meant for farmers. It told (tells) them when to plant their crops, etc., and proverbially, a cold April portends a good crop at the end of the season.
